The anti-spoofing filter: calls from abroad with an Italian number

Since 19 August 2025 calls arriving from abroad with an Italian landline number are stopped before they arrive; since 19 November 2025 so are calls with an Italian mobile number, unless the phone really is abroad and roaming.

What spoofing is

Spoofing is the manipulation of the calling number, the CLI, to make it unrecognisable and impossible to call back: the called person sees a number that is not the caller’s.

What the filter does

Carriers delivering calls from abroad into Italy check the number presented:

  • Italian landline number: the call is blocked, since 19 August 2025;
  • Italian mobile number: the call is blocked unless the phone is really roaming abroad, since 19 November 2025.

In September 2025 the landline filter stopped about 20 million calls out of more than 1.4 billion received from abroad: 1.37% of the traffic.

Where it comes from

The rule is set by AGCOM Decision 106/25/CONS of 30 April 2025, which concludes the procedure opened with Decision 457/24/CONS: Article 8 of the Regulation (Annex B) and the technical specifications (Annex A).

What it means for a call centre

A call centre working from abroad and calling Italy cannot present an Italian number on a call that enters Italy as an international call: it is stopped. Before opening traffic we check with you which country you call from, with which numbers and over which routes, and propose the solution that complies with the rule.
